Windows XP Pro won't boot?

I loaded XP from a disk with no problem onto the newly formatted hard drive. Upon start up, the computer gets as far as the Windows screen showing the advancing progress bar but then flashes a blank screen and begins to re-boot again until terminated? Is this Windows, the Bios, hardware?

Have you set the boot sequence in the BIOS to HD first?

Yes, the boot sequence is set to HD first. I even re-formatted the HD and downloaded Windows 2000 and it boots with no problem. I know the Windows XP Pro disk is fine because I just loaded it onto two other computers flawlessly?
