Windows XP Pro install setup freeze

I purchased a RX480 Neo2 motherboard and AMD Sempron 3000+ 1.80GHz / 128KB Cache / 1000MHz FSB / Hyper-Transport / Winchester Core / Socket 939 / OEM / Processor. I have a new 130gig hard drive. The system is a bare bones kit. The problem: I set up the system and all is well. When I try to install Windows XP professional, it checks hardware fine, loads the setup files fine, starts windows setup fine, starts loading files and stops at 41% load (file luna.mst) every time. Thought the install copy could be scratched or something. Got a another new copy or Windows XP professional and the same thing in the same place happened. I thought maybe the hard dirve is bad even though its new. Used another hard drive and the same thing happened on the install. Any ideas, suggestions why the install stops?
