He gets in by pressing f8 and then starts
the command prompt and types control
userpasswords2. You try it! It works and
there is no use for the pasword. Is there
any way to disable the f8 key or change it
so its not f8 but like f10?? Thanks!

Try doing a Google search using 'Disable function keys at boot', there is a way in win 98 so I am guessing there probably is for XP, you may need some extra security software or Tweek XP or something.
Alternatively have a quiet word with little bro using blunt instruments, I really don't see any problem at all.

I'm not sure what he has loaded on your system to make it respond to that command, but it doesn't work on mine. I have XP with SP1 installed on one system and XP with SP2 installed on the other and what you said he is doing to get into your system doesn't work on either version on mine. Scan your system for keyloggers and any othe rhacking software, then kisk his young ass one time and that should cure your problem.

Set a BIOS password and tell him it's his own fault that he can't use you PC at all anymore. If he cracks that you've got a little hacker on your hands.Please use the "Alert Me" button in the top right hand corner of this post if I can assist you further.

I tried that "control userpasswords2" at a command prompt, also, and I still needed an administrator account to get access, so I see a couple of problems here.
1. You have set his profile to higher than user, which gives him access to make those changes.
2. You should change the computer access to "require CRT+ALT+DEL". I use Pro, so don't know if this is available in Home edition. Look under Users in the Control Panel.
3. See Response #3 above, look for keylogger software or something similar. Hell, format and reload, on an NTFS partition, NOT FAT32, then be sure you set up the proper security before letting him access it.
4. If partition is FAT32, convert it to NTFS. Better security and may stop him cold.
5. If your parents won't help, install a removable drive bay and take the hard drive with you every day. I'll bet they get involved then when they can't access the computer either and see you are serious about little bro's access problem...
