windows xp not saving .theme files

Specs: Windows XP
if i create a new theme and save it, the dialogue windows come up and it appears to save. however, if i try and access the files later they are missing. they don't show up in the file folder that i store the .theme files, and they don't show up in the drop down menu from the control panel/display window. it shows a file in the recent documents menu, but when i follow the way the shortcut is pointing there is nothing there. the system can't find the files. also, when i do a search for the files, it looks like the system reads them as internet explorer files rather than as theme files. all other types of files save just fine. the only affected by whatever this problem is, is the .theme files.

i've tried searching the interwebz for a solution to this issue, and i've not found anything satisfactory.

things i've already tried based on various fora suggestions:

scanning for viruses & malware
cleaning the registry
updating java

none of these things have made a difference. i'm looking for a better solution than "delete everything and start over" which seems like using a gun when a flyswatter should do.

does anyone out there have any suggestions?

*edit: i don't understand how this is getting thumbs up as "best answer" ... its not an answer; its additional information to go with the original post since this website doesn't offer any way to edit the original post. anyone got a real answer out there?
