windows xp not recognizing second hard drive

Specs: Windows XP sp3
I am trying to put a TB in my computer. i have a 640 GB that is full. I put the hard drive in the computer and its not recognizing it. they are both sata hard drives. I know the hard drive isnt dead because I felt it and the disk is spinning. How can I make it read the second drive?

i thought you only needed jumpers if they were ide cables

A new drive needs to be partitioned and formatted before it can be seen in My Computer.
