Windows XP Must be activated error

OS: Windows XP
CPU/Ram: Pentium 4/256MB

My brother's been having some problems lately with his computer. Just recently he reformatted it. Now whenever he starts his computer he gets the an error message:

This copy of Windows must be activated with Microsoft before you can log on. Do you want to activate windows now?
(Yes/No)


When yes is clicked, another message pops up:

Windows is already activated. Click ok to exit.

When ok is clicked, it goes to the log-in screen and says logging off. Any help?

Perhaps he has an illegal version of XP? If not, have him call Microsoft.
