Try going to the windows control panel, and click on the "Sounds and Audio Devices" icon. Then click on the "sounds" tab on the top, and for "sound scheme" pick windows default. This may help you. I had to do this about 6 months ago.

Consider yourself tweaked and be glad of it. I always set mine to not play sounds at startup and shutdown.

But if yo must click on start, settings, control panel, sounds and audio devices, the sounds tab at the top, scroll thru the program events and set the sounds as you like by choosing the sound and browsing to desired sound.

Sometimes the sounds at windows start-up and shutdown can't be heard because they get deactivated somehow.
There's an easy way to solve this:

Get Microsoft PowerToys for Windows XP, and install TweakUI.
After that, open PowerToys. In the main window you'll see a lot of options on the left side. Click on "General".
In the right pane, check (tick) the box that says "Beep on errors".
Click Apply/OK.

If that option is not checked, you can't hear the music or sounds during Windows start-up and shutdown.

Good luck.
Juan
