Windows XP Lock up at Boot

I have a friend's E-Machine that I am working on. They brought it to me and told me that it kept locking up at the Windows XP logo screen, the one where the blue or white scrolls at the bottom as it's loading. Well the bar does lock up at that screen and stops. It will not go into Safe Mode. They didn't care if I restored the machine with the system restore discs. Well I did hoping it was just some software issue. It still did the exact same thing, still wont go into Safe Mode. Next I replaced the hard drive with a brand new drive. I ran the system restore CDs again and boom same exact thing with the brand new hard drive. It locks up and the Windows XP Home Logo screen and does nothing. It STILL won't go into Safe Mode. Suggestions welcome! The system does not give any errors btw, just locks up. Period that's it.

I was thinking it sounds like a RAM problem or even a video card problem. The video is built in the MOBO. I will see about the RAM, but my thing is, the restore ran just fine. If it was the RAM it wouldn't have made it through the restore program in the first place. It's something Windows XP doesn't like for sure. BIOS / Norton (In boot up)/ and the restore program work fine.

Awesome thanks! I'll have to put it in another computer since I can't get it this one, but I'll try it out! Any other suggestions anyone has about the issue please post away! I have no idea what is going on with it.
