HERE is the english instruction for changing regional language. This will not change everything Korean to everything English unless your computer is running XP Pro Corporate. The only way to change everything Korean to everything English is by reinstalling Windows that have English version.

isidro, SWAG, never tried what you're asking, but on mine, Start>settings (third down from top)>control panel (top)>regional & language (icon looks like world globe)>middle tab is languages, select U.S. English from the list and hit the 'customize' box (beside the language box).

To really change everything Korean to everything English you need to be running XP Pro corporate. This is the only Windows version that recognize & allow installation of Multilingual User Interface (MUI) Pack.
