Windows XP keyboard/mouse locks up

I've got a problem with converning my Windows XP Pro Installation. When I start WIndows XP, my mouse/keyboard locks up and I am unable to do anything. It is possible to get into the save mode of Windows XP (by pressing the [F8] key); there the keyboard and mouse lock up, too. So I used the repair option on the Windows XP CD. There I could use my keyboard, but after reboot the graphical setup starts, shows the setup screen and says "39 minutes left". Two or three seconds later, the PC just restarts and after rebooting the setup just starts again. Does anybody know a solution for that?

A good reformat and reinstall should cure that. But if you don't want to loose an data then just reinstall XP on top of itself without formatting. That means booting from the CD of course. Good Luck
