windows XP ICS won't disconnect.

Windows XP ICS won't disconnect from it's dial up connection when ever any other computer is detected on the network. I have 4 other computers 3 windows ME and one laptop with XP. When ever any of the other computers are plugged into the switch the XP "server" starts to dial up regardless of if any of the other computers actually are requesting any internet infomation. My question is this. How can I get XP to only dial out as needed and disconnect say 15 minutes after the last request?

2nd question. Click on the properties for your connection. Go to "Disconnect after __ minutes" or whatever it might say. If the connection is idle, it will disconnect after the amount of time you specify.
1st question. Install the ICS gateway. Disable "connect to the Internet whenever a network connection is present." Use the gateway to control the connection.
