Windows XP Home USB addressing question

XP automatically assigns Ne## addresses to my 4 USB devices connected to my P4 system. My question is whether or not it is possible to alter these Ne## (typically: Ne00, Ne01, Ne02 etc.) address within Windows XP Home.
Currently to alter the numerical position (to change the device on Ne03 to Ne04 and vice versa simultaneously) I have to uninstall the device at Ne03, unplug it and let Windows find it again after first rebooting. This allows the Ne04 to move up to Ne03, thus vacating the Ne04 slot which is filled by the reinstalled device.
