Strange problem with windows xp home task bar is locked when mouse is placed on it it changes to an hour glass and cant do anything with it, I can access any of the desk to item start internet explore and computer works fine. reboot and it doesnt help task bar stay locked. Checked task panel and nothing is running. did the online symantec virus check and it found nothing. This one has got me baffled any help would be appreciated,

Does it do that in safe mode? If does then run a repair on your explorer, may be corrupt. If does not then it is a service/driver problem.

Maybe the problem is more involved than this, but could it be that you locked the taskbar in place by right-mouse-clicking on the taskbar and selecting "Lock the Taskbar"? If so, you will see a checkmark next to that menu selection at the bottom of the pop-up menu if you right-mouse-click on it. To unlock, click on the menu selection again and remove the check.
