I tried to re-install some software in safe mode both as Administrator and as Owner but get the message "The system administrator has set policies to prevent this installation". I don't know anything about policies, have never messed with them, and don't have a clue what to do. (The install dies when it asks for the second CD so I tried safe mode as a workaround).

I am trying to re-install Microsoft Picture It! 2002 (retail version). I've had it installed for many years but found that I was having trouble with the sound files and decided to try a re-install.

did you try installing to a different folder?
That may work for you
Excessive spyware could be causing problems too. Have you done any spyware cleanup lately?

I did a complete uninstall including deleting program folders and cleaning the registry. My system is protected by Kaspersky and my last full scan was this week.

There are some great FREE fully functional spyware cleaners listed on one page in my signature. I would suggest running those. Just a scan from Kaspersky will NOT find everything. Spyware makes weird things happen in most cases.

I used to have Spybot, Adaware, and Windows Defender installed but they don't play nice with Kaspersky.

Why not try them, you can always uninstall them when you are done.
