My computer feezes at the welcome screen during windows start up. Ive tried reinstalling windows using the recovery disc and I think this reformats the disc. The same problem exists. Any suggestions?

You hav not told us much about your system so it is not easy to help you.
If it is a RAID motherboard then the chances are that you need to install the third party driver for it. This is done by using the F5 key at the start of the install and loading the RAID drivers when requested later on.
The other possibility could be that you need a later BIOS. Check with your motherboard manufacturer if this is the case. You could also check and ensure that your BIOS settings are correct. There is always the option of using fail safe or optimum defaults if your BIOS provides those (most do).
In some rare cases it is possible that it may not start due to the automatic HAL selected during the install. In that case you would have to use the F6 key at the start to specify a different HAL.
Finally it could be that a piece of hardware and/or its driver may be problematic. You could start by using the absolute minimum hardware (CPU, Graphics and Memory and leave out all other cards to try and eliminate hardware related issues.

Thanks for the info - I am running Ami Bios with AMDKT266A chipset K7T266 Pro2 motherboard? Also I can get the system to run in Safe Mode but not in the normal windows.

That seems to suggest that it is either a hardware or driver issue.
Make sure that all your drivers are upto date for all your devices.
Also you might want to check out the MSI Forum. It appears that there are quite a few posts there about this motherboard.

I encountered the same experience before. Well, I formatted my PC, and when I came to the welcome screen, it just stop there. My mouse cursor still can be moved around, but after a while, the system hanged.
Later, I restarted and press F8, and in the options given, I clicked on Enable VGA Mode, and I successfully entered into Windows. It is reported that my video card experienced some problems. So I install the video driver using the cd that came with the video card, and the problem was solved. My Specs was P4 2.4, XP SP2, DDR 256, and video card is ATI Radeon 9200 SE.
I do not know if this can help, and I do not know how u end up with de problem, but u can try enable vga mode or safe mode to enter Windows, both worked for me, then install the video driver again. See if it helps. If not, try reinstalling or updating other drivers.
