windows XP - failure to bootup

hello buddies, please help me with this problem: no desktop, start menu, task bar during start up. when I pressed CTRL+ALT+DEL, it prompts me that "Task manager has been disabled by your administrator". I tried rebooting it at Safe Mode but same problem occurs. Your help/suggestions/insights is very much appreciated.

Almost certainly an infection. It will not be easy but somehow you need to run a HiJackThis.

I don't agree that it is necessarily an infection. Could just be a registry corruption. I have had similar thing happen and was able to get into Safemode with command prompt to run rstrui.exe ( System Restore) What I'm not sure of in your case since you aren't able to log into safemode, is whether it might be possible to run the System Restore file via Recovery Console by booting up from your XP Instal CD
Maybe run the command SFC /SCANNOW in Recovery console. That is supposed to restore missing/corrupt system files
