Reply: (edit) I have been able to install windows xp on a D:\ drive, with windows 98 on both C:\ and J:\ drives, for testing. All systems were bootable and worked independate of each other. I could make reference to any of the system files via windows explorer from any booted system. I currently have a working xp on D:\, and a clean install xp on C:\ for any testing of xp programs that may be desirable, without mucking up my working system. I have a common paging or swap file on J:\ that is used by all systems. The only thing that is necessary to install on a drive, is the required free space.

Reply: (edit)Sort of. A clean install means a complete install. If you have other OS's on the drive you aren't forced to format. XP will detect these and ask you what you want to do. If it's a re-install then it just replaces missing or corrupt files. Although, when most people speak of a "clean install" they usually mean "format c:" and start from scratch.
