windows XP boots but.....

Specs: Windows 7, 866Mhz pent M/ 512MB
I am using a Dell C400 which doesnt have a floppy drive or any optical drives. It doesnt support booting from usb and im having some issues with windows XP. I want to re-install the OS and for some reason it wont. i cant boot from cd so i log into windows and plug in my usb dvd drive. I start the setup process and the computer goes to reboot. it brings up the bootloader menu and automatically selects windows XP setup but all i get is a blinking cursor at the top of the screen. In the boot file it has added a line that points to BOOTSECT.DAT. When trying to point the bootloader to the actual setup files after copying them to the Hard drive it gives me the same cursor. I can boot into safe mode, but it hangs for a minute or so after selecting it. any help would be appreciated. thanks.

captmeach7, SWAG, sounds to me like it's looking in the wrong place for data. Suspect you need to tell it to look on whatever drive letter your external is rather than 'C'?

Tried that, but the same thing happens. just blinks. I read an article about the partition tables being messed up and it talked about partitions that were ntfs claining to be raw at the wrong time and i think that may have something to do with it. i will delve further into this and see.....

Try booting to the Recovery Partition.

There is no recovery partition. partition recovery software claims that the partition is fine. I am going to try to use PXE with my desktop to install it.
