I am currently using Windows XP Pro and an ATI TV Wonder (PCI) TV Tuner Card. I am using the latest Windows XP drivers and software as well (Version 7.1), available here:

Windows update has been run and everything is just peachy with my system. However, this is not the case with my TV Card. Whenever I start it, it starts up fine. I get audio perfectly, however video is scrambled. Horizontal lines take up the entire window. I am hooked up to a perfect cable line, so signal is not a problem.
Sometimes, starting the program randomly will fix the situation. If I start 10 times with no luck, then the 11th time will sometimes be good.
Other than random starting/shutting down the program, the only way I've found to remedy the situation is to start the TV program (with the video all messed up), and then switch the color depth of my desktop to either a higher or lower setting. This ALWAYS fixes this problem, however it's a bit of a pain. If anyone knows of another way to solve this problem, then please post it here. Otherwise, I guess I'll have to wait for ATI to update their faulty Windows XP drivers.

i had the same problem, fixed it by downloading the newest tv wonder from ati, but thers a wdm driver you need first available from microsoft. install the wdm drivers first then the tv wonder, then but most important go into control panel, select your tvtuner device and choose update driver. using the ones you downloaded. its tricky. took me awhile but i got it

got to ATI.com follow the link where you go to download the new tv viewer, otherwise you'll be looking for hours

Actually I found that if I switch from NTSC to PAL and back, it also clears up the problem. But if someone finds a fix instead of a work around, let us all know.

That's the software package with the drivers included. Read the read me because ATI decided to make it a real pain in the ass to install them on your system.
ATI has actually addressed this issue on their website at the URL below:

It essentially says either update your display drivers (video card drivers), or do that 16bpp to 32bpp trick that I noted above. As we all know, the second solution works. However, I'm currently running on NVIDIA’s Official Microsoft Certified Windows XP Drivers (version 21.83). Since they're official and digitally signed, and ATI's are not, I think that it's easy to assume who's at fault here.
And on another note, under Windows 98, this card always showed a full 640x480 in resolution. However, in Windows 2000 and in Windows XP, the resolution seems to have been cut in half to 320x240. This result in pixilated video at ATI's so called 640x480 resolutions in windowed mode and the same problem noticeable in full screen mode. Since Windows 98 didn't have this problem, it's obviously another driver issue. It's possible that ATI can fix it, and it's also possible that they can't due to Windows 2000/XP running on the NT Kernel instead of the DOS Kernel like Windows 98.

I'm having the same problem as all of you but i can't seem to get mine to work whatever i do.
I originally tried going to the ati website and tried the mediacenter 7.1 and the drivers that come with it and obviously that didn't work then on here i found that nvidia drivers work so i downloaded their wdm drivers and it installed something somewhere but i couldn't find the new drivers to swap to or anything.
I've tried removing all ati stuff i could find and uninstalling the tv wonder and reinstalling it again but it manages to find the ati stuff somehow and the bloody ati wdm drivers refuse to uninstall from the windows remove programs section
i'm going mad with this
could someone please just give me an idiot proof step by step guide on how on earth to get this bloody tv card to work again, thanks!

It's the same with Windows 2000 -- i've been at it for 2 months now, I attempt to install the Multimedia Centre and I get no ATI hardware found even though I have all the 'correct' drivers etc...

It's not a solution to the TV Wonder and XP quandry but it seems like a really solid work-around.
It took some fiddling with various settings, but works well, sounds just as good, and seems to have a better picture quality than anything I'd get out of the MMC 7.1 drivers that ATI's peddling.

IG: What settings did you use to get DScaler to work properly? Card, Tuner ...I think I have tried it all and still sound with no picture

This program installs a temporary driver while it runs... any problem with xp ? Do you have to remove MMC 7.1 first ?

The temporary driver thing seems to happen transparently, and I've left MMC 7.1 installed in case someone comes across a real fix for it.
As for the settings, I've got my Audio Input set as "Internal" and Video Input set as "Tuner"
There was some stupidity going on at first with audio properties being muted...things that were so basic that I totally forgot to check them. As soon as I took off the mute from my Line-In it worked beautifully.

Thanks IG...Now I have great video but the audio is at best barely audible over the whitenoise. I am using the cd input on the sound card and it works fine with MMC 7.5 that I snagged off the net (btw really an improvement). The video I am getting with this is superior though, so I am going to get it yet!

I've been following this problem (ATI infobase #3940) for many weeks now. I've called ATI customer support and e-mailed them at least three times.
I think the problem is this: it's not in ATI's better interests to see this problem fixed, since it mainly happens with nVidia video cards and not their own.
It's really too bad, when you think of it. ATI TV Wonder is the best thing around, and yet this silly incompatibility problem is keeping it from being a star.
Anyway, there's a simple workaround, albeit not a very elegant one. When the ATI Multimedia splash screen comes up when you first activate the TV, quickly click once on the desktop. Yes, you read right. The TV should come up unscrambled. This has always worked for me, but you'll have to do it every time you activate the tuner.
You also may get the scrambled screen all over again when you try to record video, so I don't consider this a fix by any stretch of the imagination.
Here's to hoping ATI remembers that it's also in the TV tuner business, and fix their drivers for those people who (wisely) prefer nVidia over thier video cards.

Clicking on the desktop reliably works for me. That is totally wild. What could possibly be going on there? As to not being "very elegant." This is far more elegant than having to switch the color bits. Thanks.

I just purchased an ATI TV Wonder VE card and installed it on a Windows XP computer and actually got it to work after several hours of struggling. ATI’s support site provides little help and much confusion.
Here’s basically how I did it:
1. Download the need drivers and installation files from http://driver.ati.com/drivers/MMC_7_1_tvwonder.exe
2. Uninstall any previous version of ATI Multimedia Center on your computer.
3. Install the ATI TV Wonder VE card in your PC.
4. Turn on your computer.
5. Do not let Windows install any drivers. You will have to cancel the “new hardware found wizard” several times.
6. Run the previously downloaded file. This just installs setup files. It does not install any drivers or programs. The setup files are installed in C:\ATI
7. First run the file C:\ ATI \ support \ MMC_7_1_TVWONDER \ setup.exe
8. Reboot your computer.
9. When the “new hardware found wizard” pops up, instruct it to find new drivers in C:\TVWonderWDMDrivers. You must repeat this several times as Windows continues to detect new hardware. Always tell Windows to look in the same folder. Ignore any messages about the drivers not working in Windows XP.
10. I then installed a new Windows XP driver for my Rage Fury Pro video card by running C:\ ATI \ support \ WXP_R128_6_13_627 \ setup.exe. You will need to install the latest drivers for your video card at some point.
11. Install ATI Multimedia Center by running C:\ATI \ support \ MMC_7_2_noDVD
12. To more easily find the ATI Multimedia Center Applet in the Windows Control Panel, switch to classic view.
13. Maybe you can take it from there. Good luck!

The above detailed instructions in "Response 19" should be very helpful to people having difficulty loading ATI's drivers (thanks, David).
Unfortunately, this won't solve the problem of ATI Infobase #3940, which occurs mainly with nVidia cards running under Windows XP and the ATI TV Wonder.
The problem most people see with this configuration is a scrambled screen when the TV Wonder tuner comes up. Any change in the video settings, such as resolution or color depth, will temporarily fix the problem. No amount of driver fiddling (or re-loading) will correct this issue, and I can assure you I've followed instructions exactly like those posted many times.
The workaround I suggest (see my previous post) of clicking once on the bare desktop seems to fix this particular problem by setting the focus back to the desktop. I'm not privy to ATI's source code, so my analysis stops there.
I am hopeful that ATI comes out with a new Multimedia center, becase (1) the MMC 7.1 drivers, not being signed, are NOT Windows XP compatible, and (2) when I read "XP Compatible" on the box, I expect it to work perfectly with popular video cards like nVidia.

After much frustration, I finally found a graphics card that works w/ WinXP and TV-Wonder:
3DForce B-32 Plus (label on box)
Bottom of box reads
32 MB on board
* nVidia RIVA TNT-2/M64 Accelerator
* Full screen DVD playback
* Excellent 3D performance
It istalled effortlessly; only costed ~ $60Hope this helps!

Maybe this will help - follow my advice: I have just spent the last 4 hours on this piece of crap. In the morning it is going back in the box and back to the store. I never - NEVER will buy an ATI device again! Thus my problem is solved.

AH HA!!! FINALLY... Got an old ATI TV All-in-Wonder (PCI) to work with W2K and an 32MB NVIDIA GeForce2.
The trick, as explained above, is to use Dscaler instead of any ATI crap.
Once Dscaler was installed, the settings were:
Hardware - Standard BT878 (No Init MSP)
Tuner - Phillips NTSC
Audio Input - MSP TV Terrestrial
MONO ONLY, Do not allow auto-steroAudio Carrier 1 = NTSC
Audio Carrier 2 = PGA NG NICAM !! (go figure...)
Then, hit Channels, Channel Setup, and select USA Cable Scan
Then hit and SCAN and watch the fireworks!Lastly, click the little box called "Keyed Numbers are Channels, not positions)

Bravo! I don't blame you. I would have done the same many months ago, had I not bought my TV-WONDER when I still had my Windows 98SE installed (and had it work perfectly).
Do me (and us) a favor...If you're still in the market for a TV tuner after all your aggravation, please post your experiences here. If ATI continues to sit on their thumbs, I'm sure others would appreciate knowing what other alternatives are out there, and what brands TRULY work with Windows XP.

Hey everyone, new to the conversation but have been trying to get XP/TV Wonder working for months... my problem is weird... I just get a black screen where the picture should be. I can see closed captions and everything, sound is probably there too (haven't checked) but can't see a picture. Any ideas? Thanks!

I got a the usb version of this damn thing, and I'm using XP. works fine until I plug it in. any ideas on how to get this to work?

Glad I'm not the only one! I'm trying to install TV-Wonder with an ATI radeon 8500 and on starting the TV it locks the PC!
I've got the right drivers and the 7.1 media centre from the ATI support site and installed it all in the right oder (as response 19), but nothing! Any advice (apart from taking it back) gratefully accepted!

I guess I should have bought the $200 video cap card not this $50 piece of crap. I am fixing to try what some of you all have said thus far and pray it works. Cause windows XP and this thing just HATE eachother. Even on ME I had problems with it...and I STILL can't get audio on the darn thing! Grrrr

When I try to run the TV part of the ATI TV Wonder it immediately switches to Video In. I have tried running it through the launchpad and through the start menu but neither one of them can get the tv to work. Does anyone know how to fix this?

I've got ATI TV TUNER PCI and ATI RADEON 32DDR (7200) and Win XP. When I try to use TV with ATI program it works well. When I try to acquire Video from VCR or Camcorder with ATI program it works well. BUT, when I try to acquire Video and Sound from VCR and/or from Camcorder with other program (as Video Studio 5, or Real Producer or VirtualDub) I can only acquire Video, because Audio didn't being acquired. I can't hear audio! I tried all settings, but the problem doesn't solve. A strange thing is that the first time I tried acquire both Video and Audio it works, but then not. Someone can help me? Thank you and sorry for my english, but I can't call at support because they didn't speak my language!

After following response number 19 i managed finally to get the bloody thing to work with my geforce
the picture has messed up a couple of times but restarting seemed to ssolve the problem.
One stupid problem that i can't understand or explain though is with the sound.
In the initial set up bit i can get sound through all the options on all the channels but then you click net and the sound goes dead for all options and if you click finish it stays dead.
I'm forced at the moment to watch tv with that setup box open on that section.
I have a soundblaster live and i'm on win XP. Just downloaded the new drivers gonna restart and see if that makes any difference.
If anyone has any ideas why on earth it's doing this and knows how to solve it i'd love to hear from you!

Ok, regarding the original message and a couple others regarging Windows XP and the ATI TV Wonder card. I read the above posts and decided to try one out myself. It looks as though it is a fundamental problem with the Card and XP as I have essentially the exact same problems as the original post and other posts....when starting the tv, the audio is fine and the video is scrambled. Trying the workaround of changing the color depth from 32bit to 16bit or vice versa resets the video and all is fine. I also found that when starting the capture to video VCR recorder, it also causes the video to scramble although the recording comes out fine. A slightly shorter workaround that I found was instead of waiting for the TV Tuner to fully load, as soon as you click the Start tuner immediately click the Desktop settings button the the ATI tool bar which opens the desktop settings. If you click the Desktop settings right away, the tv comes up normal instead of scrambled. There is no need to actually change the color setting, simply close it out.
Clicking on the desktop as in an earlier post does not work for me. I also used the instructions from Post #19 to load all the drivers and software. It seemed to work. I have one other problem: when i try to play a video file in Windows media player or if i try to change the system audio settings thought the volume control, it locks the whole system up, requiring a hard reboot...first time that has happened to me with Windows XP. Other than the above problems, I like the card. Anxiously awaiting XP compatible drivers.

I've a Ati TV Wonder PCI with a Radeon 8500 installed on a Athlon XP 1900+ based computer (the OS is WinXP Home). I have a Audigy sound card.
I installed the ATI MMC 7.1 after having installed the capture drivers and the latest final drivers for Radeon 8500.
DVD, CD, ..., all works very well. When I try to open TV an error message is displayed: "ATIMMC.EXE cannot open" and "AppName=ATIMMC:EXE; AppVer=7.5.019; ModName=tvds.dll; ModVer=7.1.0.35; offset=00050029. Ati WDM drivers work very well with "Video Studio 5" in video capture, but I have no sound ...
Someone can help me?

I had trouble with my ATI TV Wonder card and XP, solved it by running two systems, ie:- WIN98 and WINXP on same drive, you must install WIN98SE first.
I had several other pieces of legacy hardware which would not run under windows XP, but which run fine under 98, just disable old hardware under windows XP.
So simple, even boys can manage it.

Well, I've just checked the ATI web site for the thousandth time...and of course, still no official update for Multimedia Center 7.1 and a fix for this most frustrating problem, despite the assurances from ATI support that one would be out "fairly soon" (that was six months ago).
Post 36 was pretty intriguing, and clever...but no, I'm not brave enough to try to dual boot Windows 98 and XP just to get my damn TV card to work.
I give up. What's more, I hope a representative from ATI reads what I have to say next:
Thanks to the lack of support and effort for this seemingly minor problem, I'll never buy another ATI product. I'll never buy a computer with an ATI board or chipset in it. And most importantly, I'll never recommend ATI, regardless of the superiority I once thought their cards had.
There. I feel much better now.
