windows wont load on new laptop!

I can't even load up in safe mode! I just bought this laptop 2 days ago and its doing this?! Can someone PLEASE help me! :( How do i fix this, what is wrong?

i just didnt enter anything for step 4, but now im trying to do step 5 and im here expand msvcrt.dl_ BootDriveLetter:\windows\system32 but it tells me access denied.. whenever i type in a password for admin it tells me its not valid

I'm not sure about this, but try NOT typing in a password, and hit enter. I assume the OS was preloaded on your comp, and there should be no admin password.

i tried this and whenever i try to recover the file in the recovery console it says "access denied" i just decided to reinstall windows, but thanks a lot to everyone whom took the time to reply :)
Summary: windows wont load on my laptop anymore..it sits at the rolling bar with no result.. wont start in safe mode or anyother mode either (just sits then restarts) i tried doing a reinstall repair of window...
