Windows will not load properly

Specs: Windows XP
I was working on my laptop and I got the critical power warning, so I hard powered it off after saving my work and plugged it in 20 minutes later or so.

When I loaded it up, I signed onto my user name and then the problems arose. The icons are there, but continue to "load" themselves and flash and go away. I cannot do system restore because apparently it's off and I can't turn it on in Safe Mode. But I can't get to it in normal mode.

I don't know what's wrong with it and have turned it off and on multiple times to try and refresh the computer or some such but to no avail.

It's an old HP ze4900.

LAST KNOWN GOOD CONFIGURATION.

on the same screen as Safemode.

Worth a try.

There is nothing to learn from someone who already agrees with you.

Forgot to mention. That last known good config changes
nothing
