Have a client xp pro with office 2003 machine set to auto windows update but doesn't want to update about 14 high priority secuirty office files, I have tried going to windows update website, when I click on install 14 updates, it says 0 files to download and installed failed, but it's keeps on showing on the task bar, files to download and update, what is wrong?

If the user doesn't want to install the updates, select the bottom option to do the custom install. Then, uncheck the ones that you don't want to install and check the box to not be prompted again.
Just out of curiosity, why doesn't your user want to install the updates?

The OP might be saying that the 'system' doesn't want to do the update, not the customer.
This probably should have been posted in the 'Office Software' forum.

I mean I want to do the update but can't have try to reinstall office 2003 and do the windows update again, but still there is 14 critical updates that won't install.

Try this, from a command prompt:
net stop wuauserv
regsvr32 %windir%\system32\wups2.dll

How did you determined this? Didn't you get any error message especially with codes like:
• 0x800A0046
• 0x80248011
• 0x80072EE7
• 0x8024402C
• 0x8024502D
• 0x800A01AD?

I got it to work now, I did this:
net stop wuauserv
regsvr32 %windir%\system32\wups2.dll
net start wuauservthen try custom update again, didn't work
so I choose critical update and started to install.
