Windows stuck in reboot loop

CPU/Ram: 256

I just started having this problem on my other pc. When I went to start pc, it got as far as windows xp logo then it automaticlly rebooted. I tried f8 but starting in safemode does not work either. It will just stay in this loop, start then windows logo, then restart.
