Windows security center no longer will open.

Specs: Windows XP Pro Ver 2002 SP3, Intel(R) Core (TM)2 CPU 6300@1.86GHz 3.25 GM Ram
This computer was unused for several years. I connected it and downloaded all available updates for XP. After installing, I cannot open Security Center from the Control Panel. I tried right clicking, then clicking open but still won't open. Tried Safe Mode, still unable to open. Also, now when shutting down, have to manually close (I believe it is) runtime.dll by dialog box.

Most upgrades downloaded with no problem but Microsoft SQL Server 2005 Express Edition Service Pack 4 (KB2463332) will not install.

The download, microsoft fixit gave me the message it did not apply to my operating system. The other solutions did not mention XP, only Windows 7 and higher. So far, I haven't been able to resolve this issue. I also ran AVG virus scanner and CC Cleaner, but those did not help either.

Still haven't gotten it fixed. I went back and tried the fix it again in case I did the top one instead of the bottom. Got the message again, Microsoft Fix it 50981: "This Microsoft Fix it dows not apply to your operating system or application version". I thought it was strange as it definitely mentions XP, but I guess its another way of forcing upgrades.

I have tried the answers.microsoft without getting a solution. I tried so many other forums I can't remember the techsupportforum, but will try it to make certain when I have time. I know I didn't try malwaretips so will be doing that also.

It does work - usually without problems...

But first - safeguard any important personal files. Copy them to DVD at least, and if possible to an external hard drive too is even nicer...

Make two sets of the DVDs; verify the contents are accessible too (likewise if to an external hard drive) before proceeding with any form of rebuild/restore etc...

Derek & Trvlr, I do have SP 3 on the computer. It ran with no problems. I have tried malwarebits and spybot now. Spybot showed it was clean, but malwarebits showed 9 entries of yontoo. I had the program clean them. Still can't open the service center. Did a search on google and most solutions are 5-7 years old and don't work for me yet.

I'm still trying.

As MalwareBytes found things run these two freebies as well:

Download and "Save" the file somewhere. Go to the saved file then double click it to run the program. Use the "Scan" button, followed by the "Clean" button.

Junkware Removal Tool (JRT)

(blue Download button).
Download and "Save" the file somewhere. Go to the saved file then double click it to run JRT. It might appear to have stopped at times or flash the screen but sit tight until it has finished.

I don't know for certain how it was fixed, but today the security center opens. After running Malwarebytes last night, it still wouldn't open. However, today when I tried, it worked as it should. Thanks to everybody for help on this matter.

Still can't get Microsoft SQL Server 2005 Express Edition Service Pack 4 (KB2463332) to install, but will keep working on it.

I would still at least run ADWCleaner in #11 as it finds quite different things to MalwareBytes.
