Windows root file corrupt/missing??

Everytime i turn my computer on, windows never comes up and I a black screen with the message "Windows could not start because the following files is missing or corrupt: <Windows root>\system32\hal.dll. Please re-install a copy of the above file" I thought this was windows xp missing, so i got a Windows ME full installation cd and all i keep gettin is the same error. the cd will not load unless i dont know how to do it without getting into windows(cuz i cant.) do i have to reformat my computer?? if so could you PLEASE give me a detailed step by step or webpage on how to do it. i have non of the dell cds or anything or do i need them? any help is GREATLY appreciated.


when i click on a link on a web page it loads in the same web page and then i can not click the back arrow. anyone know what i can do so when i click on a link it loads up in a separate page?? any hel

Can you get into Safe Mode? If not, boot to your Windows XP CD and try a Repair. If that doesn't work, you can do a parallel install of the OS.

i can't boot into any of the modes...keeps bringing me back to the same error. i put the cd in and it brings me to the same error. how do i do a paralle install of the OS. I have none of the window xp cds. i have the windows ME cd..will that work? i put that in the cd-rom and turned on the computer but keeps bringing me to the same error. how can i boot to my ME cd?

Is it Dell computer?

If the answer is YES, you should have a Recover-CD.
When you boot into CD you need to change Boot order (select DC-ROM in 1st) in BIOS.

Yes it is a dell computer but i bought it used and dont have any of the dell cds or xp cds. the only thing i have is an ME full instalation cd, and i cant get it to load..keeps bringing me to that error..how do i get it to load?

need to verify in your bios that the CD-ROM is the primary boot device. Then try booting to the CD.

A seach in google (or similar) using:

missing or corrupt: <Windows root>\system32\hal.dll

as the search term/string, will bring up all manner of posts referring to this error;, and various solutions. You do the search - means it saves posting the various ideas here...
