Windows .NET Server and File Permissions

Hi, I'm running a webserver using Windows .NET Server and IIS 6. My problem is that when I try to write to the HD using a perl script or something else, it won't let me write. I get a permission denied error. When I check the permissions on the files the 'Read Only' box is filled in (showing partly read only). When I unclear it and apply the changes I go back in and its set back to read only again. This happens for my entire HD. I have all the right security settings for my internet user guest account set up right and still it won't let me write to a file.
Is anyone else having this problem?
It's a real big pain since i'm trying to prgram a script and I can't even test it.

It sounds to me you dont have the authority to make the changes required. Find a admin or go higher in the permissions to make changes, I know of 3 or 4 levels of permissions. eg file folder local or domain ou etc. Or add yourself to a group that has authority
