Windows mini xp is a term used by power users skilled in stripping down the extravaneous features of Windows XP Home or Pro.

I think you mean XP embedded. You can get the OS for testing on the MS site.

Now you can't really get embedded as such unless you purchase a product such as a HP thinclient with it installed. We have tons of the thinclients with XP embedded on a compact flash drive. We use it for an industrial application. It boots fast and runs fast on a very minimal system.

The down side is you need some bit of tech to get an install or virtual machine working from sources.

Just boot from the xp cd and follow the instructions on the install menu to format and install. You will lose all the data on the disk.

..so it would run better on a old compter

If this old PC meets the System requirements for Windows XP operating systems, then after you follow per's suggestion above, you can proceed to pick up clues from this thread to speed up the old PC.

Mini-XP is a hacked version of Windows XP Pro that was made to remove all unneeded applications that are shipped with XP. It is actually not sold anywhere, and is a warez distribution, mostly spread via torrents and P2P.

I will not give direct links to where you can find this operating system, and I strongly suggest not using it as you don't know what the creator put in there.

On the upside, minixp only requires about 49MB of RAM and can be run on practically any PC up to about ten years old.
