I have a Dell Inspiron laptop that is about 4years old now. It had it's hard drive completely replaced about 2 years ago. I went to go use it a week ago after using it a previous night when a black screen appeared upon start up that reads "windows could not start because the following file is missing or corrupt; <windows root>\system32\hal.dll. Please reinstall a copy of the above file." I'm pretty sure that my hard drive isn't fried this time but I'm not sure how to go about fixing this. Please help!

If you are unable to go in window then you need to reinstall your operating system with disc. You can also try to repair your window. If you are able to go in window or your computer boot properly then you need to recopy boot.ini file because this problem comes due to boot.ini file. You can follow this link to edit boot.ini file. http://support.microsoft.com/suppor...
