Solved Windows lag when dragged/scrolled through

Specs: Windows XP SP3, Pentium 4 2.4GHz 1GB RAM
Hey all. I've seen many posts with this problem but none of the fixes have worked for me.

Win XP SP3
Pentium 4 2.4GHz
Radeon 9600 128mb
26GB used of 150GB Harddrive

When I scroll in windows, or when I click-and-drag a window around, I get lovely, lovely lag.

I've cleaned my system, temp files, unneeded programs, registry, defragmented, disk cleaned, updated video drivers, cleaned up startup items. Everything I've seen recommended I've done, and I still get lag.

What should I do now? :I

1 gig of RAM is rather low for XP. drop another 1 gig in there and see if it improves. If you can, put 2 2gig sticks in there. WinXP 32 bit will only see about 3.5 gig of it but your system will definately run faster.
