Have you changed any of the hardware?
If you change to much hardware then you may have to reactivate.

You don't get it.
Every time it boots it activates, it runs the avtivation and finishes "congrat's you have actiated windows" and the thing runs fine.
Next boot...... "you must activate windows"

No changes to hardware

I'm having the same trouble. I loaded XP Pro clean on my 2nd PC, and waited for the 30 day time out, but had decided to purchase a license in the mean time. License arrives, I turn on machine to activate, XP tells me to activate now, but before entering COA, I am able to complete activation successfully?? (why??) Next time I boot, it asks me to activate again(??). Over and over the last few days.
My next steps are to (1) reinstall/repair install from CD, which will then require reinstalling SP2. Then if that doesn't work (2) call MS manually during activation.
Either way, I'll be entering my new COA. If you don't recall your COA, then you may want to try backing up your WPA file using RockXP3 utility, reinstall/repair from CD, then in safe mode, restore WPA before final boot. I think RockXP3 will also tell you your original COA#.
