Windows is Unable to Install Modem

I am a tech working on installing a new modem for a customer. We have tried two brand new modems (which btw install on my system at home) and we receive the Windows was unable to install the modem" The Found new hardware wizard keeps coming back over and over again. When you look in the device manager, the modem is there but when you look at the properties it says that any drivers will be lost on reboot and mst be reinstalled. Again, we have tried two modems. One is a NetoDragon V92 56K and the other is an Intel V92 56K. Both are PCI internal. We completely uninstall the old modem. When we put the old one back in, it works (reason for new modem is old modem no longerr connects at full speed). One thing to note, that we discovered, is it is a pirated copy of Win XP Pro (we discovered this while trying to load SP2). Any ideas???
