Hi, I'm having a big problem and any help would be appreciated.

Whenever I am trying to install a new program th (that uses Windows Installer to install), I get an error message that says

"The Windows Installer Service could not be accessed. This can occur if you are running in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance."

When I try the following advice from Microsoft:

. Log on to your computer as an administrator.
2. Click Start, and then click Run.
3. In the Open box, type cmd, and then click OK.
4. At the command prompt, typemsiexec.exe /unregister, and then press ENTER.
5. Type msiexec /regserver, and then press ENTER.
6. Verify that the SYSTEM account has full control access permissions to the HKEY_CLASSES_ROOT hive in the Windows registry. In some cases, you may also have to add Administrator accounts. To do so:Warning Serious problems might occur if you modify the registry incorrectly by using Registry Editor or by using another method. These problems might require that you reinstall your operating system. Microsoft cannot guarantee that these problems can be solved. Modify the registry at your own risk.
a. Click Start, click Run, type regedit in the Open box, and then click OK.
b. Click the following registry hive:
HKEY_CLASSES_ROOT
c. On the Edit menu, click Permissions.
d. If SYSTEM is not listed in the Group or user names list, click Add, make sure that the local computer name appears in the From this location box, type system in the Enter the object names to select box, click Check Names, and then click OK.
e. Click SYSTEM in the Group or user names list, and then select the Full Control check box under Allow in the Permissions for SYSTEM box.
f. Click Apply, click OK, and then quit Registry Editor.

I get an ‘incorrect function’ error when entering the first lot of commands.

Can anyone help?

I need to use the installer

Many thanx
In advance
jimgem

Get the latest version of Windows installer. It is at least 3.0 or higher.

find the windows installer in the add/remove programs in control panel and remove it. Then do as OtheHill says and re install the latest version

Your PATH environmental variable may be screwed up.

Log on to your computer as an administrator.
Click Start, and then click Run.
In the Open box, type cmd, and then click OK.
Type: path (click OK)

Are the C:\Windows and C:\Windows\System32 folders listed on the resulting line?

If they aren't, you need to take steps to add those to the PATH - I could tell you how to do that.

.......

"....i can not remove it from add remove..will not remove ..needs installer to remove it."

This works for most things that were installed using the Windows Installer.
Go to the Microsoft web site and search for the "Windows Installer Cleanup Utility", download it, install it, run it, and find the program that won't install or un-install on the resulting list, and Delete the entry for it.
That deletes the Windows Installer log file for that program, and doing that usually removes the registry entries for that program and prevents its files still on the hard drive from interfering with anything else in Windows (you may need to reboot).
You can usually then install the program again no problem. If some file for the program is corrupted and is not replaced by running the program's installation, you may need to un-install it then re-install it as well.

Especially if you are are paying for their services, most techies will not fix the problem if they can't figure it out in a short time - they will wipe everything and re-install Windows, unless you instruct them to not do that are are prepared to pay for whatever additional labour time it takes.
