Windows Installer not working

I recently did a fresh install of windows onto my system, and everything else works find except for the windows installer. I even tried downloading and running the windows installer 3.0 off of microsoft's site, but it didn't help. So, autorun programs don't work, and I cannot run most install programs. Is there anything else I can try short of reinstalling windows? Thanks!

This may help :- 1. Start, Run and type cmd 2. Type msiexec /unregister (note the space) and press Enter 3. Type msiexec /regserver (note the space) and press Enter
