I tried downloading that file and it downloaded just fine. What is the reason you needed this file anyway?

Windows installer is listed in the Add/ remove section of control panel. I suggest you either attempt to repair installer or remove it and re-download it.

The windows installer cleanup utility will not repair Windows Installer - Windows Installer must be working properly in order to use it. It finds Windows Installer info about programs that used Windows Installer to install their software. If you have problems installing or un-installing one of the programs listed you can delete the Windows Installer info about that program and you may then be able to install or un-install the program properly.
