Windows Installer Can't be Accessed

When I try to install software for Logitech Quick Zoom Cam, it goes through the process and at the end it tells me, Windows Installer could not be accessed. I went to Microsoft download site and looked for installer download and couldn't find it. HELLPPPPPPPP!

Thanks for trying Wesley. I did all that you said, even upgraded to Office SP2 as it told me too, and it hasn't helped the installer. I didn't download the installer from the first address you gave me, because it was for NT, and I wasn't sure if I should. Thanks anyway, I appreciate the effort.
