Windows Installer 3.1

Hello I was trying to install Office 2007 in my Laptop having O/S Windows XP 2003, it gave me the message, that I need to install Windows 3.1 Installer for the same. When I installed Windows 3.1 installer, and restarted the m/c, it gives me the message, Windows explorer encountered a problem and needs to close and then it hangs for ever. Even the Task Manager is disabled. Please advise how to troubleshoot this Thanks
