I don't know if anyone will be able to help me here, but I don't know where else to ask.
I'm using Windows IME to type in Japanese, and in a game I'm playing, I noticed someone else who was using IME had made a star shape in their text. Looking at the character map, I see that its made with ALT+2605. However, when I try to do it always comes out as a dash rather than a star. I've tried to do it in Direct Input, Hiragana, Katakana.. everything, but I keep getting a dash rather than a star.
Anyone have any idea what I'm doing wrong?

Why not PM the other gamer, he's probably going to give you the most accurate answer and it is a lot easier too.

Specifically, in Control Panel - Regional and Language Options - Languages - Details - what is his keyboard set to?
You can't display some characters when that is set to some keyboard languages.Or other settings in Regional and Language Options

Because I saw them do it, but I wasn't able to contact them because the game, Phantasy Star Universe, has a different chat system where names arn't linked to your character, and you can only pm people by either being next to them or them giving you their card, and they were in a game that was full.
