Windows generally doesn't care about if a file is OK or not. It can block it because of the digital signature is missing, invalid. It may be possible the file is somehow being downloaded in error too.

Why not tell us the name of the application? Is it a secret?

Text, talk, drive...CRASH.

Hang up and drive @#$%^^

It is a legit activeX control from and if you are trying to install something to your computer from the web, intentionally, you may want to download the program or plugin and install it normally. If Not then.

Most likely you have upgraded your internet explorer and activeX controls no longer have the permission to run as designed. You need to put the website you are downloading from into your trusted zone, and into your trusted zone.

ActiveX controls not working correctly is why most corporations took forever to upgrade from IE6, even though it is less secure, it didn't break all their custom applications that were written with activeX controls.
