CPU/Ram: Celeron 2.4Ghz

Windows Firewall says it's on. Windows Security Centre and Spybot say it's off. Attempts to start it with Spybot or Security Centre don't work. I have stopped it and started it from Control Panel > Windows Firewall but Spybot and Security Center still reckon it's not working. How do I find out for sure? What other way should I try to start it?
