one of several possibilities, one of your programs is overwriting protected files this program would be one that updates via the web.or you have a virus, so run sfc /scannow to replace the changed files and find the program that is changing the windows files and remove it. also run full virus scan, and if need be download a 2nd virus checker and run another scan
