Windows Explorer spontaneous restar

Hi, I am having a problem whereby I will be doing virtually anything (sometimes not even involving explorer) and my taskbar will just disappear and reappear again with only a couple items in the task tray. This also seems to make my Microsoft Outlook (which came with Office XP) act strangely. This would only happen once every few days before, but now it seems to be getting to the point where it will happen not even an hour after I reboot from the previous instance. Any help would be greatly appreciated.

Go into start>run> and type msconfig

uncheck to disable all starting programs and see if it fixes it

Anthony: right-click your taskbar and toolbars and lock them.
