windows explorer & IE won't open

I click on my computer or internet explorer and a message pops up saying that the program is shutting down because of an error. It asks at the bootm of that message if I want to report it, "SEND" or "DON'T SEND". I've sent it off a couple of times. I ran a full scan with Norton Antivirus using yesterdays updates and found no problems there. I had to restart using safe mode so that I could get on the internet.

Go to that folder and delete the file.

That file is a text file relating to some software you recently installed (most probably a game)which is causing problems, try to remember the last software you installed before the problem started and check for the latest patches, also check for updated drivers for your graphics card as it could be that.
