ive seen linux on the xbox before. does anybody know how and if you do. is it possible to use a windows emulator on it.( i would think so if you can run the linux os.

Yes, Linux can run natively on the Xbox. To do so, there's a chip mod that has to be made. I don't know the particulars about this, but a quick search on google should turn up something.
Once Linux is installed you can do anything you'd normally do to/with it. That includes installing windows emulators.

Just saw this post and thought id ask: whats Windows emulation like in Linux? Can it run many programs?

Apparently it depends. I've heard that VMware is quite nice, but my only experience is with Win4Lin.
Win4Lin only runs the dos versions of windows, that is win95, win98 and winME, where VMware can run those and 2000/XP.
However, Win4Lin isn't an emulator. It actually installs windows under a Linux directory and when you run it, it runs in a window as a Linux application. Windows boots in 6 seconds on my box (nice).VMware runs it as a virtual machine.
I find that Win4Lin suits me. It runs everything I have including Autocad and Solidworks. I'd like to try VMware, but it's pretty pricey.
...and of course there's WINE. I'm not impressed. The project has been alpha for several years now, but the Cross-Over office folks have managed to make it run ms office pretty well.
