Windows cannot find Cmd32.exe

CPU/Ram: 512

I get the same error message windows cannot find cmd32.exe upon startup.
I run Windows XP but when I go to regedit
I cannot find KEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Winlogon
There is no Winlogon...
