Windows cannot access RegSvr32.exe

I have absolutely no idea what to do here. Everytime I try to register a .dll with regsvr32.exe, I get the error "Windows cannot access the specified device, path or file" error".

Thanks for the link. It tells me "Registration complete". Is there any way for me to confirm that the .dll really registered?

Haha. OK, thanks. I'll give it a go.
In the meantime, though, I really would like to figure out the issue with RegSvr32.exe. The one in the ServicePackFiles folder seems to work, but whenever I copy it over the current one in system32, I still get the same error. Is there any way for me to get around the apparent file protection on RegSvr32.exe so I can try and replace it cleanly?
Does anyone have any other ideas?

Make sure the program is not running in the background, down next to the clock or anywhere else.

It's not running. The file protection comes from it being in the syste32 folder; an "esstinal Windows file" or whatever the term is that MS uses for its file protection.
