window flicker due to window resize

i've just received my new computer with an nvidia geforce4 ti4200 128mb video card. every time i try to resize a window...the the window flickers and flickers. i've checked my refresh rate (75hz) and it looks fine. my resolution is 1024 x 768 32 bit. I've tried so many things but this just won't go away. Any possible solutions?

i've also decreased my hardware accleration half-way because of a redraw problem.

all help is needed, thanks a lot

Possible workaround:

Control Panel / Display / Appearance tab / Effects button

UNcheck "Show window contents while dragging"

You might also want to drop down to 16-bit "medium color quality" (icons look a little jagged but it's what I use)

Check your video cable connection to the monitor. Also possible the video card inside the case, isn't seated right. Have someone check the card, with the Power off.
