WIN.COM in System32 folder

CPU/Ram: 350 MHz, 256 MB RAM

While looking around in my XP System32 folder I noticed a Win.com file. While looking at the properties it says "WIN.COM for compatability." What exactly does Win.com do under XP? Is it part of the Win16 subsystem or something?
