I have searched both an XP Pro and XP Home CD and not found any of these files!
WHat version [chinese, arabic, english etc] of XP are you attempting to install: and is it a Microsoft or Microsoft OEM version, or one with a COmpaq or HP [or other] PC?
Can't see that this would make any difference to the function of Windows, maybe it might not have a file for a third party [non windows] component.

you dont need any extra software to make or delete partitions in xp. it has a program incorporated in it which you can use while working on your computer without loosing any data.
