Like XP Pro, I need to set some User Rights on XP Home like allow a specific user to run a specific software only and block the user to install softwares, change IP and run anything else... any idea ? by registry ?

Home is rather limted to two basic users. The limited account does prevent users for most things. Depends on the applications as to how to either allow or block access. Many things can be proteced by the way the ntfs folders are set. Most made for XP applications will prompt your for the rights when you install.
I can't find any way to change the IP address in home without an admin account. There might be. There is no sort of grainular setting.
You do realize that if a user has physical access to the machine there is almost no security.
