Win XP does't re-start!

Hello everyone!
I just bought this computer, it is a used manchine. AMD 700 MHZ processor, 12 GB Hard disk, 384 SDRAM, 32 MG Video card, NIC, sound card, Windows XP Professionl. Everything seems to be ok except that when I want to re-start it, it tells me "It is now safe to shut down your computer". I have to press the switch button to shut it off. It never re-starts when it is supposed to.
Any help will be well appreciated. Thanks in advance.

Problem fixed!
Thanks Per (by per). I red the article you suggested. This is what I did to fix the problem: - Control panel+ Power Options+ UPS+Select+Generic. Then I re-startedt machine and it worked! I've tried several times to confirm! It is ok.
